If Tony can stop the boats (carrying the remainder)then all illegals will arrive by air and all illegals will have identity papers and visas....a good start for checking refugee status and with controls on numbers of entries. Then perhaps more effort could be put into finding and expelling the illegals who flew in and overstayed or sought employment while on a tourist visa.
